Why the change matters
A standard licence depends on professional competence under the Goods Vehicles (Licensing of Operators) Act 1995 and the Traffic Commissioners’ Statutory Document No. 3. When the named transport manager changes, the operator needs to make sure the new person is suitable, has enough time and can continuously and effectively manage the operation.
Paperwork is not the test. The test is control. If DVSA or a Traffic Commissioner looks in, they should see who is in charge on any given day, what checks are done, and what happens when something slips.
Use the VOL service step by step
Start in the Vehicle Operator Licensing service using the operator account for the licence in question. Pick the correct licence first. Then deal with the transport manager record.
- Record the outgoing transport manager’s leaving date on the licence record and remove them from the role.
- Add the proposed replacement with full details. Enter their name, date of birth and contact details.
- Upload evidence of the Transport Manager CPC. A clear scan or photo is fine if it is readable.
- State the expected hours per week for this licence and list any other operator licences they work on with hours for each.
- Confirm whether they are internal or external and that they have authority to act.
- The new transport manager must complete the electronic declaration in VOL. The nomination is not complete until that declaration is signed.
- Submit the change and watch the messages in VOL. Answer any caseworker queries quickly.
Do not assume the nomination is accepted just because it has been submitted. The Traffic Commissioner must be satisfied about repute, competence and time. Plan for questions.

What to organise before you press submit
Get the basics in order. CPC evidence, role description, written authority to manage, expected hours and a list of all other licence commitments. If the candidate is external, remember the ceiling of four undertakings and a combined total of 50 vehicles. That ceiling is not proof they have enough time for you.
Set up a proper handover. Maintenance planner, safety inspection records, MOT history, defect reporting, tachograph analysis, drivers’ hours infringements, driver licence checks and any open prohibitions or investigations. The new transport manager should understand the current compliance position before accepting responsibility.
Do not leave a management gap
A standard licence must not run without professional competence. If your outgoing transport manager leaves and a replacement is not in place, you need to apply for a period of grace. It is not automatic.
The power comes from Article 13 of Regulation (EC) No 1071/2009 as it applies in Great Britain. A Traffic Commissioner may allow up to 6 months to put a replacement in place, and in limited cases can extend further. The application goes through VOL. Set out why there is a gap, what you have done to recruit, when you expect to appoint, and what controls you will run in the meantime.
During any gap, tighten control and evidence it. Name who is checking maintenance, who reviews tachograph reports, and how often. record interim controls and keep dated proof of each check.
Four week notice example
Week 1. Confirm the resignation in writing and the exact last day. Review the licence record in VOL. Identify a replacement and check their capacity against your fleet and risk profile.
Week 2. Gather documents. CPC certificate, list of other licences and hours, contract or employment terms, and authority to act. Start the handover review of maintenance and drivers’ hours so the incoming person knows the starting position.
Week 3. Enter the change in VOL. Remove the outgoing manager with the leaving date, add the new manager, upload evidence and set hours. Get the new manager to sign the electronic declaration. If there is any doubt about timing, prepare a period of grace application now rather than waiting.
Week 4. Complete the handover. Transfer access to systems and records. Close out open defects and document any that remain with a plan. On the last day, confirm the outgoing manager is no longer shown as responsible in your internal documents. Keep a simple audit trail of what was handed over and when.
