What does an external Transport Manager do?
An external Transport Manager is contracted to manage the operator's transport activities effectively and continuously. The work includes maintenance arrangements, drivers’ hours, driver checks and records, with enough time and authority to address problems.
When do you need a Transport Manager?
Standard national and international goods operator licences normally require a professionally competent Transport Manager. Restricted goods licences do not require a nominated Transport Manager, but the operator still has compliance duties. Standard PSV licences also require a qualified Transport Manager; restricted PSV licences have different requirements.

Before you appoint a Transport Manager
Professional competence is important, but you should also check the manager has the time, knowledge and authority to manage your operation effectively.

Ask about other appointments, vehicle numbers, travel, employment commitments and the time available for your operating centres.
Agree the work in writing
Set out site visits, access to records, maintenance oversight, driver checks, reporting and the authority to act when problems arise.
Confirm the appointment
The operator must apply to have the Transport Manager added to the operator's licence. The appointment must be approved by the Traffic Commissioner.
