If you run goods or passenger vehicles for hire, reward or in connection with a business, you may be legally required to name a transport manager on your operator’s licence. This guide explains the transport manager requirements in the UK, who has to meet them, and how to decide whether you need an external transport manager.

When do you need a transport manager?

It depends on the type of operator’s licence:

  • Standard national licence — required for hire-or-reward work within the UK. You must name a transport manager who holds the Transport Manager CPC.
  • Standard international licence — required for hire-or-reward work to or from other countries. A CPC-holding transport manager is again mandatory.
  • Restricted licence — for carrying only your own goods in connection with your trade or business. This does not require a named transport manager, although you still must keep vehicles safe and compliant.

So the short answer to “do I need a transport manager?” is: yes, if you hold or want a standard licence; not as a legal requirement if you hold a restricted licence.

What the transport manager must satisfy

The named person has to meet three tests:

  • Professional competence — they hold the relevant Transport Manager CPC.
  • Good repute — their conduct and record stand up to the Traffic Commissioner’s scrutiny.
  • Genuine link and time — they exercise continuous and effective management of the operation, with enough hours and authority to do the job properly.

How many operators can one transport manager cover?

There is no single fixed number, but a transport manager must not be responsible for more vehicles or operators than they can genuinely manage. Traffic Commissioners assess this case by case, and will refuse or remove a manager who is over-committed. This is why time commitment matters far more than a name on the paperwork.

Employee or external transport manager?

You can satisfy the requirement with an employed manager or an external one. A full-time hire suits larger fleets; an external transport manager suits operators who need the competence and oversight without a full-time salary. Either way the legal requirements — competence, repute and effective management — are identical.
