Operator Licence

An operator licence gives a business authority to use goods vehicles for the work covered by that licence. Choosing the right type depends on the vehicles, whose goods they carry and where they travel. For goods operators in Great Britain, the three types are restricted, standard national and standard international. Passenger transport has separate PSV licensing rules.

When do you need an operator licence?

You will usually need a goods vehicle operator licence when carrying goods for a trade or business in a vehicle with a gross plated weight over 3,500kg. Where there is no plated weight, the threshold is an unladen weight over 1,525kg. A vehicle and trailer combination can also require a licence: check the relevant combined weights, rather than the vehicle alone or the load carried that day.

For hire-or-reward journeys in the EU, Iceland, Liechtenstein, Norway or Switzerland, additional operator licensing rules can apply to vans and certain vehicle-and-trailer combinations over 2.5 tonnes. Where the rules apply, a standard international licence is required. These rules do not mean that every domestic van operation needs an operator licence.

Exemptions depend on the vehicle and its use. Check the official vehicle-weight and combination rules and the rules for vans and trailers in Europe before committing to work.

The three goods vehicle operator licence types

A manufacturer delivering its own products and a haulier delivering a customer’s products may use similar lorries but need different licences. Review mixed work carefully, especially when transport is part of a wider paid service. International journeys can require additional permits and documents. See the official licence-type guidance.

What must an operator have in place?

• The correct licence holder. The application must identify the legal person or business operating the vehicles. Check the entity before applying, particularly when changing from a sole trader to a limited company. The Traffic Commissioner also considers fitness to hold a licence and, for standard licences, good repute.
• Suitable financial evidence. Application fees and financial standing are different. Fees are paid; financial standing concerns the money available to support the operation. The evidence and required resources depend on the licence and authorised vehicles. The available funds must be maintained throughout the life of the licence.
• Maintenance arrangements. Identify who carries out inspections, how defects are reported and repaired, and who checks that the records and planned work are complete.
• Suitable operating centres where required. Heavy goods vehicle applications need appropriate parking arrangements and authorisation. The lighter international goods regime has different operating-centre requirements.
• Professional competence for a standard licence. An internal or external Transport Manager must exercise continuous and effective management. A CPC certificate alone does not demonstrate that this is happening.
• Accurate declarations. Provide the required information about relevant people, previous licences, convictions and compliance history.

Applying and allowing for the costs

Prepare the evidence before submitting the application through Vehicle Operator Licensing. Heavy goods vehicle applications normally require an operating-centre advertisement in a suitable local newspaper. The details must match the application.

Do not accept a start date on the assumption that an application will be approved by then. Interim authority must also be granted before it can be used. The operator licence application guide covers preparation in more detail.

Keeping the licence compliant

Review inspection schedules, defect rectification, drivers’ hours, driving licences and vehicle authorisations as part of normal management. A missed inspection needs action; a reminder on a calendar is not evidence that the inspection happened. Keep the completed records and check recurring failures with the people responsible.

Before adding vehicles, moving yards, changing the business structure or replacing a Transport Manager, establish whether the licence needs changing. Keep financial evidence current and respond to requests from the Traffic Commissioner. A goods licence normally continues while its terms and continuation requirements are met; it is not a fresh application every five years.

PSV licences and Northern Ireland

Bus, coach and other passenger operations follow PSV operator licensing rules, with their own licence categories and exceptions. PSV is not a fourth goods-licence type.
