Pass the examination, obtain the certificate. That part is understood by most operators. What is less well understood is that the certificate is a threshold requirement, not the whole requirement. The Traffic Commissioner expects something more: genuine, sustained involvement in managing the transport operation.
There is a meaningful distinction between someone who holds a CPC and someone who is actually functioning as a Transport Manager. DVSA and the Office of the Traffic Commissioner look for evidence of both. Operators who appoint a CPC holder and then leave them with insufficient authority, inadequate time or limited access to records are building a compliance structure that looks correct on paper but would not survive scrutiny.

A nominated Transport Manager on a standard national or international licence must hold a valid Transport Manager CPC appropriate to the type of operation, whether goods or passenger transport. The qualification must remain valid, good repute must be maintained, and the level of involvement must be genuinely sufficient for the scale of the operation.
Beyond the qualification, the Traffic Commissioner may consider how maintenance is overseen, whether tachograph analysis is being conducted and acted upon, how drivers’ hours infringements are managed, the quality of defect reporting, whether PMI intervals are appropriate, and whether the Transport Manager’s authority is real rather than nominal. A review that only checks the certificate misses most of what regulators actually look at.
