What this gives you
Use a consistent review structure to test whether key systems appear to be working in practice. Scope can be remote, on site or focused on a particular risk area. The written report explains what was checked, how evidence was sampled, why each area appears satisfactory or needs attention, what supports that opinion and what should change.
If the work is to be described as an independent operator compliance audit, we first complete a conflict and separation check. The auditor cannot be the same person or delivery section that advised on or built the systems being audited. The audit scope then records the auditor, relevant competence, method, sampling and declaration. If that independence cannot be demonstrated, the product is supplied and labelled as a compliance review or gap analysis instead.
The report can support evidence that the ETM arranged a check and documented the resulting action plan. Completed corrective action is evidenced only where a close-out review examines and records it. The work is not legal advice, a guarantee that an audit will be accepted, a guarantee of compliance or a prediction of any Traffic Commissioner decision.
