Tachograph downloads are a legal requirement, not a data management task. Driver card data must be downloaded at least every 28 days and vehicle unit data at least every 90 days. Miss those windows and records are lost permanently. No software retrieves data that was never downloaded in time.

The gap between downloading and managing
Many operators have systems that download tachograph data reliably. Fewer have systems that review reports promptly, investigate infringements, conduct proper driver debriefs and create a documented record that management has engaged with the information. That second part is what DVSA examiners and Traffic Commissioners focus on when they look at drivers’ hours compliance.
Software can produce reports automatically. It cannot review them. That is still a management task, and the nominated Transport Manager is expected to be doing it as part of continuous and effective oversight of the transport operation.

These are not unusual problems. They are common. They also tend to be invisible until a DVSA visit, a compliance audit, or public inquiry preparation exercise uncovers them.
Agency drivers and third-party records
Agency driver management is a consistent weak spot. Operators remain responsible for obtaining and reviewing relevant tachograph records for agency drivers working within their operation. Missing driver card data for agency staff is frequently cited in DVSA findings and, in the context of a public inquiry, it can suggest a broader lack of management oversight rather than an isolated administrative failure.
What a download review covers
A specialist review will normally examine whether vehicle unit and driver card downloads are completed on schedule, whether analysis reports are being reviewed by management, and whether there is documented evidence of corrective action where infringements are identified. This can include download logs, infringement summaries, unknown driver events, manual entry records, missing mileage reports, agency driver controls and the chain of evidence from data to debrief to management sign-off.
Where gaps are found, the operator then has a clear picture of what needs to change, whether that is internal process improvements, software configuration, driver management controls or wider compliance arrangements including tachograph analysis and drivers’ hours compliance.

Fleet size, number of drivers, whether remote downloads are used, the tachograph software in place and any known concerns about missing records or infringement levels are all useful to have ready.
