Find a Transport Manager for a Scaffolding Company

A scaffolding operator does not simply need a Transport Manager with a CPC certificate. It needs someone who can understand how scaffold materials move through the yard, challenge unsafe loading, check the licence position and devote enough time to the actual fleet. Tubes, boards, fittings, sheeting and mixed returns create a different management task from palletised general haulage.

Decide what support the business actually needs

A standard national or standard international goods vehicle licence requires a professionally competent Transport Manager. A restricted licence does not normally require a nominated Transport Manager, although the licence holder still needs effective systems and sufficient knowledge to comply. Some scaffolding businesses therefore need a formal internal or external Transport Manager, while others need a consultant to review licence scope, maintenance, load security or driver controls.

State the requirement clearly. Are you applying for a standard licence, replacing a departing Transport Manager, seeking cover during an authorised period of grace, reviewing a restricted-licence operation or responding to a DVSA concern? These are different assignments and should not be presented as a vague request for “compliance help”.

Look for evidence of relevant scaffolding experience

Sector experience should mean more than having worked with construction vehicles. Ask what the candidate has personally reviewed. A suitable Transport Manager should be able to discuss tubes and boards carried horizontally or over a suitable structure, containment of loose fittings, rearward movement, projections, mixed return loads and the condition of racks, stillages, anchor points and restraints.

They should also understand the commercial arrangement. Scaffolding businesses often assume that carrying equipment used on their own contracts automatically fits a restricted licence. The candidate should be able to examine the legal entity, ownership of the goods, contracts and any work performed for related or third-party businesses without giving casual assurances.

Check authority before discussing a start date

Continuous and effective management requires real access and authority. The proposed Transport Manager should be able to inspect vehicles and trailers, visit the operating centre, observe loading, review maintenance and tachograph records, speak to drivers and escalate concerns to a director who can approve repairs or stop work.

Ask who will provide access to the Vehicle Operator Licensing service, maintenance files, driver records, invoices and loading instructions. Clarify whether the Transport Manager can take a vehicle or trailer out of service, require a load to be rebuilt and insist on corrective training. A nominal appointment with no influence over the yard is not a safe arrangement.

Test whether the available time is credible

Ask for every current operator commitment, authorised vehicle total, travel requirement and expected weekly hours. External Transport Managers are subject to statutory limits and the Traffic Commissioner can consider whether a lower practical capacity is appropriate. The proposed hours must reflect trailers, operating centres, drivers, loading activity, compliance history and available internal support.

For a scaffolding fleet, time should include depot visits and observation of real loading. Remote file checks alone may miss worn racks, unsuitable containment, damaged straps or a return-load practice that does not match the written system.

Information that produces better matches

• legal entity, current licence number and licence type;
• number and type of authorised vehicles, trailers and operating centres;
• whether the work is own-account, for another entity or mixed;
• typical tubes, boards, fittings, sheeting and specialist equipment carried;
• current maintenance provider, inspection interval and brake-testing arrangements;
• driver numbers and whether tachograph rules apply;
• known issues, including prohibitions, overloads, load movement or missed records;
• required start date, expected site visits and any application or regulator deadline.

Detailed information allows members to judge competence and capacity before responding. It also makes quotations easier to compare because each candidate is considering the same operation.

Questions to use during selection

• What would you inspect during your first yard visit?
• How would you test whether our restricted or standard licence position is correct?
• Will you observe both an outbound load and a mixed return load?
• How will you record inspections of straps, racks, stillages and anchor points?
• What authority do you require when a load or vehicle is unsafe?
• How will urgent findings be escalated and evidenced?

Also verify the Transport Manager CPC, recent continuing professional development and the person’s consent to the proposed appointment. Ask how reports will be delivered, what work may be delegated and how the Transport Manager will confirm that corrective actions have been completed.

Submit a useful scaffolding request

Use the ETM form to explain the operation in practical terms. Suitable members can then respond with their relevant experience, location, availability, proposed involvement and fees. Compare the substance of those responses rather than choosing only on price or the fastest promised start.

Submitting a request does not appoint a Transport Manager. For a statutory role, the operator must apply to add the person to the licence and approval is required before they start acting as the nominated Transport Manager.

Questions from scaffolding operators

Can a consultant support a restricted licence?

Yes. A consultant can audit systems, train staff and help the licence holder improve control. That does not transfer the operator’s legal responsibility and should not be described as a statutory Transport Manager appointment.

Should a Transport Manager inspect the loading equipment?

They should have enough practical oversight to understand whether the loading and restraint system works. That commonly requires seeing the yard, vehicles, racks, stillages and restraint equipment rather than relying only on documents.

Can the candidate start immediately?

Not as the nominated Transport Manager merely because a contract is signed. The operator must complete the required licence process and the appointment is subject to Traffic Commissioner approval.
