Find an External Transport Manager for Plant Hire

Plant hire operators need more than a Transport Manager who can review tachograph reports and maintenance dates. The role may involve low-loaders, beavertails, machinery trailers, uncertain machine weights, axle distribution, heavy restraint equipment and movements that fall outside normal construction and use limits. The right person must understand those decisions and have authority to intervene before dispatch.

External Transport Manager helps operators describe the requirement and receive responses from potentially suitable members. ETM is an independent marketplace. It does not appoint the Transport Manager and cannot guarantee acceptance by a Traffic Commissioner.

Define the appointment before searching

A standard national or standard international goods vehicle licence requires a professionally competent Transport Manager. A restricted licence does not normally require a nominated Transport Manager, although the operator must still manage roadworthiness, drivers, loading and records effectively. Decide whether the business needs a statutory appointment, temporary support during an approved period of grace, an independent audit or ongoing consultancy for a restricted operation.

Explain the immediate reason. A new application, licence variation, departed Transport Manager, DVSA encounter, maintenance weakness or expansion into heavier machinery will each require a different first phase of work.

Separate genuine plant experience from general fleet experience

Ask candidates to describe machinery movements they have actually managed or audited. Relevant experience may include verifying machine weights and transport dimensions, checking vehicle and trailer capacity, assessing axle loading, approving loading methods, inspecting chains and anchor points, and identifying when abnormal-load planning is required.

The candidate should understand that the machine, attachments, trailer and route form one movement. A Transport Manager who accepts a customer’s estimated weight without challenge, or who treats every low-loader movement as operationally identical, may not provide adequate control.

Explore how the candidate would manage loading

A useful discussion should cover machine stability, wheel or track support, loading direction, chocks or timbers, articulation and slew locks, buckets, booms, blades and detachable attachments. Ask how the person would determine the number, type and capacity of restraints and how damaged or unidentified equipment would be removed from use.

They should also be prepared to visit the operating centre and observe real loading. Remote document review can support the role but may not reveal worn ramps, poor anchor points, unsuitable chain angles, mud contamination or a loading position that creates an axle overload.

Confirm access and decision-making authority

The proposed Transport Manager needs access to vehicle and trailer records, machine data, drivers, planners, maintenance providers, tachograph systems and the Vehicle Operator Licensing service where appropriate. They also need a direct route to a director who can authorise repairs, delay a movement or reject a machine.

Put those arrangements into the contract. The operator should understand which tasks the Transport Manager will personally perform, which may be delegated and how compliance information will reach them. Delegation does not remove the Transport Manager’s responsibility for continuous and effective management.

Check capacity against the real workload

Obtain details of the candidate’s other operator appointments, authorised vehicle totals, travel commitments and proposed weekly hours. External Transport Managers are subject to statutory limits, but the numerical ceiling is not an automatic indication that a person has spare capacity. The Traffic Commissioner can consider the circumstances and whether the arrangement is credible.

Plant hire workload increases with trailers, multiple depots, varied machinery and abnormal-load planning. Ask how the proposed hours cover monitoring, depot attendance, reporting and urgent incidents.

Build a request that qualified people can assess

• legal entity, licence type and licence number if already held;
• authorised vehicle count, trailer count and operating centres;
• rigid beavertails, tractor units, low-loaders and other trailer types;
• typical machines, weight range, attachments and journey profile;
• whether movements are own-account, supplied with hire, charged separately or carried for others;
• maintenance provider, PMI interval and brake-testing arrangements;
• driver and loader numbers, tachograph arrangements and internal support;
• known overloads, prohibitions, bridge strikes, load shifts or record gaps;
• required start date, expected depot visits and any application or regulator deadline.

Good detail helps members judge competence, location and capacity, and discourages generic quotations.

Verify the Transport Manager CPC, recent continuing professional development and proposed appointment details. Ask for a sample reporting format and agree how urgent findings, overdue actions and repeated failures will be escalated.

Compare responses on substance

When members respond, compare relevant plant experience, proposed hours, travel practicality, reporting method and the authority they expect. A lower fee may not represent value if the arrangement allows only remote checks or leaves loading decisions outside the Transport Manager’s control.

For a statutory appointment, the operator must apply to add the person to the licence. They must be approved before starting work as the nominated Transport Manager.
