Find a Transport Manager for your operator licence

Operators applying for or holding a Standard National or Standard International operator licence must nominate a professionally competent Transport Manager acceptable to the Traffic Commissioner. Use this directory to compare listed External Transport Managers and CPC holders by region, HGV or PSV experience, nomination support, compliance audits and ongoing retainer services.

Restricted licence holders do not normally nominate a Transport Manager, but they remain responsible for maintaining effective compliance systems for vehicles, drivers, maintenance records, tachographs and operating centres. Many operators still use a transport compliance professional to review systems before a licence application, DVSA visit or Traffic Commissioner hearing.

What to check before appointing an External Transport Manager

  • Confirm the person is professionally competent for the type of operation and has suitable CPC evidence where required.
  • Check whether they can exercise continuous and effective management, including enough working time, authority, access to records and regular contact with the operating centre.
  • Discuss your licence type, authorised vehicle count, trailers, operating centre location, maintenance provider, PMI intervals, brake testing, defect reporting and tachograph arrangements.
  • Ask how the TM1 nomination, contract, site visits, compliance reviews and communication with the operator will be handled.

External Transport Managers are generally limited to four operators and a combined total of 50 vehicles, unless the Traffic Commissioner decides a different arrangement can be managed. ETM is an independent directory, not a regulator or government service, so operators should make their own checks before appointment.
