Regular, special regular and occasional services
GOV.UK identifies three main international bus or coach service types: regular services, special regular services and occasional services. A regular service follows a timetable and fixed stopping points. A special regular service carries specified passengers, such as workers. Occasional services cover journeys that are not regular or special regular, such as one-off tours.

For a standard PSV licence, GOV.UK says the application asks for a nominated transport manager. The person should have passenger transport competence, enough hours and authority to manage the operation. An international PSV operation should not rely on someone whose experience is only domestic goods haulage.
Vehicle and driver documents
International PSV work needs careful document control. The operator should check vehicle documents, service authorisations where required, insurance, driver documents, tachograph requirements, journey schedules and any country-specific rules before the journey starts. Missing evidence can disrupt passengers and create licensing risk.
Maintenance and passenger safety
Passenger work puts public safety at the centre of the operation. The transport manager should check that walkaround checks are understood, defects are closed, inspections are on time, brake testing is evidenced and drivers know how to escalate safety concerns before departure.
Situations that require the PSV transport-manager position to be reviewed
The transport-manager position should be reviewed when a coach operator wins international work, upgrades from standard national to standard international, loses a transport manager, has a period of grace, changes the service type or discovers that the current CPC does not cover passenger international work. In those cases, competence and evidence should be checked before commitments are made to customers.
